A data point I found buired in a UK Telegraph article about the "untouchabilty" of the assets investors have been led to believe backed up Dubai's bonds:

The bosses of Dubai World have agreed to meet its main creditors next
week. The bondholders are thought to include some of the world's biggest
pension fund managers including Blackrock, Pioneer and Fidelity. Source
